Gore is going for the meat of America (middle class) with his tax cut, Bush is going for tax cut for rich and poor.

If you say this, it is an evidence that Bush did not communicate his plan well enough. In short, Bush's tax cut is bigger, and all income levels get it, and at all income levels get more of it. His tax cut is neutral, meaning you don't have to do anything special to get a tax cut.

Gore has a modest tax for only his voters, and he has some "targetted" tax cuts, meaning you have to jump through his hoops to get it.

What happens with the difference between smaller Gore tax cut and bigger Bush tax cuts? Gore spends the money.

Like Gore's $10K tax deductible for college

The more deductions of any kind mean the tax rates have to be higher. Bushes lower tax rate achieve a similar effect, but you don't have to jump through this hoop and enroll in college.

Bush's giving money to people

I guess you are referring to vouchers. I think it is a great way from a system that is beyond repair in many places. If the government bureaucrat can't find the lowest quality bidder to provide kids with education, why not take the money from the bureaucrat and give it to the parent, and let the parent find a quality supplier of education?
