Actually I suspect that Dell believed what he said. They probably normally have a surge of sales at the end of the quarter as salesmen try to make quota. Perhaps it was harder to make quotas in Europe than they expected.

I guess it is all due to that recession some analysts think Europe is going through at the moment. Can't say I have seen it myself, but then I only live here.
