Paul, if we follow the governor policy (originating from the belief that life starts at conception), then I have a business proposition for you (and a suggestion for "Congressional Action". We build motels around Airport that certifies for young foreign couples desiring to emigrate to the US that their child (9 months thereafter) was conceived on US soil. If conception provide for application to that newborn " constitutional rights", including, presumably, the right to life, then it should be the same for all other rights, including rights of citizenship. I think that the vocal Christian right, would not particularly agree to that (these are the same people worried about excess emigration). Zeev
