Air cooled systems dramatically reduce the amount of cooling water required. i.e. no large plume from a cooling tower.

Many of the earlier combined cycle plants had thermal hosts for steam and cooling tower. So the water demand could be very high.

But many of the plants being built today have no thermal host. If they have air cooled condensers the make up water requirement would be relatively little.

Boiler make up & compressor washing are main demands.

A hot combined cycle plant can ramp of very quickly when everything works well. A plant that I recently worked in was probably fairly typical. 5 gas turbines and 2 steam turbines (800MW) and to go from first start (push the button) to full power would require 3-4 hours. This assumes turbine rotors are not cold and everything works as designed. Most of the challenges are in the steam water cycle.

I dont think you will find one combined cycle built in the USA strictly on fuel oil. I believe many dont even have fuel oil as an back up. Here in the NE where NG is curtailed because of system constraints there maybe some units installing #2 oil as a back up.

One of the problems with #2 oil normally is the price relative to gas, capital cost to install the option and environmental issues. The new turbines are generally designed to meet very tight emission constraints on gas. But with oil the higher standards are still tough to achieve. Some require water or steam injection when burning oil
