You have been harping on this point like a 6 year old. There exists no caveat in the "buy American" statues that states that if a comparable product is not made in the US that it can't be bought by the US government.
Every last single CRT tube in a computer monitor is made outside the US but you do not see tens of thousands of government workers and soldiers using telepathy to visualize the data coming from their computers.

I can remember a request from a GM auto plant in the late 80's for new computers monitors for the computerized paint machines designed by Eaton to replace the Mitsubushi monitiors smashed by the union workers. GM also had a buy American program. When the purchasing manager was informed that computer monitors were not made in the US anymore but mostly in Japan, the mutual decision was made to buy slightly inferior Samsung monitors.

I for one am happy that those xenophobic days are over with.
