No, not at all. I think they are being duped and maintained in their poor state. It is a democratic strategy to give them programs so they remain a faithful constituency. Here in Fl and I believe the same is true nationally there was a fight for a long time about limiting the length of time people could stay on welfare and the requirement people be required to do "work" in order to get benefits. The democrats were holding out to require people to do public type work would be demeaning to the welfare recipients. Then, my understanding is the democrats have so loosely managed the welfare programs the waste is a high percentage of the funds. Through fraud, theft and incompetence. By the way, I have to ask you a question, do you work for a governmental agency or in the private sector?
