The reason the dirty air charge is not used against Dubya is because this is a state controlled by democrats at almost every level. Republicans became something in Texas in '94, based on the democratic party leaving Texans behind. Bush is not responsible for the Texas environment, and nobody tries to make him responsible because it only comes back on the democrats. Bona fide Texans' primary political instinct is to hate federal government. It's an old hatred that goes back to Larry McMurtry material of cattle drives and open ranges. If you know that you know Texas politics. Otherwise the state is and still would vote like one big yellow dog.
