Gore and Clinton have spent and will spend more on the military than Bush Sr. or Jr. The cuts began during Bush Sr's term after it was clear there was much waste due to post Cold War evolution of need. Our military leaders denounced what Bush said about one division not being ready. Cohen our Secretary of Defence is a Republican and had stern words for Bush-Cheney on this. It's a non-issue as Gore is proposing a greater increase than Bush.
