What is FUD? Fully uninformed discussion? Funky useless diatribe? Frivolous useless debate? Inquiring minds want to know. To add my opinions on your thoughtful protocol: People should be advised, when necessary, to ignore Type One posters. Not everyone realizes that provoking an angry response is usually what they're aiming for. A Kook of the week award would simply encourage those kinds of posts. Since most Type One posters want reaction, this would be an honor and add to their notoriety and exposure.
