This study doesn't include 24 year olds and it breaks down the categories for you. Arguing whether a 17 year old is a child is a bit of misdirection. 16 and 17 year olds are can't vote, or drink, or sign medical treatment forms. They are MINORS, not adults. By definition they belong in the studies- and this one by the CDF makes no attempt to mislead. You can argue that 17 year olds should "know better" or that "if they can break into a house, they aren't children." But that's just opinion. The fact is they are still children under the law, until declared otherwise by the courts.
However, I imagine statistics and studies can be found showing just about anything we want- (More children killed by sharp ice cream cones than guns!)
