Development of energy resources aren't always to the detriment of the environment. Caribou stand under the Alaskan Pipeline for heat in the winter. Prudhoe Bay is remarkably clean. Louisiana has a great fishery from the oil rigs that are 25 miles off shore.

In Illinois the strip mining of coal has made for tens of thousands of acres of perfect wildlife habitat. TVA in the Southern States has made lakes and wildlife areas all over the place. Just have to think it out first.
