they may well lock down, but no-body can prevent you from exercising...in the case of in-the-money index puts exercise is cash settled.individual equities are more problematic...you should qualify your exercise order with an order to close out the open position that results from the exercise immediately.

the clearing house stands in for defaulting counterparties (of which there will be a few no doubt... derivatives, being essentially a zero sum game if we leave premiums aside mean that your gain is someone else's loss).
