I'm not sure that works. A gun may not have been involved simply because the person may not have had a gun. If a non-gun owner has a track record of beating up his wife or brawling in bars, should we allow that person to buy a gun just because his previous offenses haven't involved a gun?

Judicial review makes sense, but would take an awful lot of judge-time. I'd rather see an initial review by local police, with the right to appeal to a judge if denied. Even that would be a bureaucratic nightmare, I'm afraid. I never claimed to have an easy solution.

Not sure I agree on the last point. I think that gun owners who are willing to work with the terrified crowd to achieve a reasonable regulation regime are depriving the anti-gun forces of their strongest card. I also suspect that "all or nothing" is the fastest way to end up with nothing.
