Why should the get a commission? The just provided the path to the store (and likely only a partial path), they didn't go out and cultivate the business, that is the hard part.

My point is that one of T's competitors will come up with a plan that is flat rate and push T aside.

I'll see if I can find something on who the different types of service providers settle accounts. I could give an explanation, but it is more typing than I want to do right now. OG might be able to give a concise answer.
