GPRS and EDGE are data technologies that don't require held voice 'circuits'
but dynamically share the spectrum with voice. They 'increase' voice capacity only in the
sense that they may replace a held voice path used for data- but since this isn't
much deployed, so I don't think this is an issue.

Any of the data technologies that share spectrum would compete with voice.
In fact, you have to find ways in the technologies to give priority to voice, at
best.

Some thought has actually been given to VOIP over GPRS/EDGE, but UDP/IP/RTP has such high
overheads, that the native cellular voice technology is more efficient.

The only technology that doesn't negatively impact bandwidth is short
messaging, which uses the underutilized control channel.
