Much as we like to talk about drive-by or "road rage" shootings, muggings, B&E shootings, etc., the sad truth remains that the typical American homicide involves a fit of temper, people that already know each other, and a domestic or neighborhood dispute that gets out of hand. If a drug is involved, it is probably alcohol. The individuals involved are by no means hardened criminals.

Most murders are not a bolt of rage appearing from nowhere. Most murders are commited by people who have commited other crimes. It may not always be drug sales, or
bank holdups, but "other crimes" includes repeated cases of domestic abuse and battery.

I don't think anyone should be allowed to keep a gun at home until they've passed a stringent competence test, and I'd like to see post-purchase guns locked up at a range under supervision of a qualified range officer until such a test is passed.

That IMO would not be allowed under the 2nd amendment, but then I am not the Supreme Court. In practice such restrictions can lead to almost no one being allowed to own guns legally. See New York City for an example. Also even if those administering the test are not anti-gun and are resonable there probably will be a waiting list for such tests in most cases. The government testing facilites will probably be few and far between. The 5 day waiting period so beloved by many people who suport gun control could become a 5 month waiting period.
