GPRS and EDGE are data technologies that don't require held voice 'circuits' but dynamically share the spectrum with voice. They 'increase' voice capacity only in the
sense that they may replace a held voice path used for data-but since this isn't much deployed, so I don't think this is an issue.


Appreciate all of the responses on my question....

Reports are now out that GPRS data rates are going to be capped by handset manufacturers due to power consumption and EM radiation. It seems that operators would likely want this also since each data user on the current spectrum is going to be pushing off a signficant amount of voice capacity.

Not sure how capacity constrained Europe is right now....but the spectrum auctions should be an indication.
