I appreciate the response, but I'm still not clear on how a private arsenal would be defined. Would my ragtag collection of guns and their associated (nonexplosive) ammo be considered a private arsenal? Why or why not?

My motivation is curiosity - these aren't rhetorical questions. One day attorneys will need to chew on definitions like these, and I am wondering what range of possibilities they might cover. At one extreme, they might classify a .22 pistol and a box of 50 cartridges a "private arsenal". Imo that would be overly restrictive.
