As to your question, the next SPR release announcement is likely going to be closer to Nov. 7th. And even though the price effect would be much less that the last time, Clinton2/Gore could point to the release and remind people how much they "care" and how hard they are "trying" to fix the problem.

And as to the people they are targeting the message it will be effective - these are people that vote on the basis of emotions rather than logic.

Answer is - Friday October 27th, after the markets close.
