VIX is getting in the right territory, but I would suspect a move to 31 is needed for true capitulation. This is partly from some stuff that I read on another thread and then it is also a resistance level on the P&F chart. It is also 1/2 of the move on the April move in the VIX.

Then again, 27 is also a resistance level.
