Maybe on average. But Castro's got quite a run doesn't he. How many governments have been in and out of Argentina? I don't think that one dictator following another offers much of an opportunity for democracy or is effectively solved by throwing more guns at it.

Consider Columbia. I'm only familiar because I've talked about it at length with a friend who is a native. He says that there are really three governments: the right wing land owners, the "legitimate" government and the rebels. All have guns, except the peasants (who end up being killed in turns by the 3 gun toting sides). All want power and take turns controlling various territories. Oh yeah, and the U.S. has an Army there as well to help prop up our "War on Drugs". But even it doesn't venture into the center of the country.

I don't think it matters. Much.
