My own suspicion is that authoritarian and totalitarian regimes succeed in taking power not because the citizenry is disarmed, but because in the early stages at least, most of the citizenry either supports the dictator or is ambivalent. As power corrupts, and the inevitable sequence of economic decay and political repression sets in, discontent grows, and eventually becomes anger. When anger reaches a certain critical mass, often inspired by a specific catalyst, rebellion breaks out, whether or not the citizenry is armed.
