Describes the recent action of the VIX as similar to the pattern at the start of the '98 decline.

The market is in the hands of mutual fund holders (Joe 6 P)and foreign investors at this point. If they start to sell then the declines will accelerate.

Personally I think there's no reason not to expect the declines to be as dramatic as the the market rise was last year. Market bottoms are marked by a high level of fear and capitulation and even with the magnitude of the recent drop, the fear has not been there.
