I may be missing something here but it sounds like the Pentium 4 is faster than the delayed chip, 1.4GHz versus 1.13GHz, and will begin shipping soon. To quote the story: "Intel, which was expected to launch Pentium 4 this month, is now expected to begin shipping the chip at 1.4GHz and higher speeds late next month."
