I don't think it's the same company.

Different spelling:

Unistar Financial Service Corp. was USIS, according to the last SEC filing they made. (It was an NT-10k they filed Nov 1999, reporting that their audit wasn't done. Guess it never was done, because they never filed the 10k.)

The one you found is Unistar Financial Services Corp.

Note the plural: Services, not Service.

Anyway, it's a Florida-based payday lender, which is something different from a Texas-based insurance company.

Funny how somebody can pick a name that's so close, when starting a business.
