So - a belt-fed .50 machine gun firing ball ammo is an allowed gun. A belt of incendiary or HE ammo for that gun is "out of bounds". An AR-15 rifle shooting dumb slugs is OK; the grenade launcher is OK; grenades for said launcher are a no-no.

I've been shot at with a belt-fed .50, and it's not much fun. A hint: don't bother hiding behind a car. Or a cement-block wall.

By your calculus a grenade launcher with flechette rounds would be ok; I'm not sure I like the idea of that. Imagine somebody walking into a crowded place...

I do think that limiting the potential damage that one loony can inflict is a legitimate concern, and for this reason I'm ambivalent about semi-autos with large magazine capacities. They provide no great advantage for simple defense, but a very large advantage indeed to someone who wants to dispatch as many random targets as possible before having to reload.
