Text book RSI description:
RSI is used to identify price tops and bottoms by designating specific levels, usually 30 for oversold and 70 for overbought on a chart which is scaled from 0 to 100.

The VIX is a volatility reading for a basket of OEX options. The OEX components are made up from a mixture of NASDAQ and NYSE companies. So the VIX appears to track the NASDAQ but in fact it tracks the OEX. Usually when the OEX goes down, the VIX goes up and visa versa.

Can TA on the VIX work similarly to the way it works on any other chart?

In a nut shell my answer is yes, you can use TA via RSI as well as some other indicators to measure the extremes of the $VIX. I agree with you in that this index appears to be becoming inflated and an due for a reversal which in turn points to a near NASDAQ bottom although I am not ready to call a bottom just yet.

Although I am not an options trader I do have a good basic understanding of them as well as their correlation to market volatility.

This does not have yesterday's daily candle in it just yet but should give you an idea of where I see certain support levels for the tech stocks.
