PSINet Opens Internet Hosting Center in Amsterdam

Global Leader in Business Internet Solutions Adds to European Hosting Centers

AMSTERDAM, Netherlands--(BUSINESS WIRE)--Oct. 12, 2000--PSINet Inc. (Nasdaq: PSIX - news), the Internet Super Carrier, today announced the opening of its
new hosting center in Amsterdam.

The facility will provide advanced and secure Internet based eCommerce and eBusiness application services to companies throughout Europe. The 113,000 square foot
facility is located at Johan Siegerstraat 9-17 in Southeast Amsterdam.

The center is part of PSINet's strategy to provide complete Internet solutions for business on a global scale. The Amsterdam Hosting Center offers managed hosting
services, or complete Web hosting solutions, with PSINet purchasing and maintaining Internet equipment, software and security to reduce the customer's capital costs of
mission-critical business applications on the Internet.

The company also provides dedicated and collocation hosting, customised eCommerce and multimedia services. Collocation hosting services are for businesses wishing
to capitalize on previous investments in their own Internet equipment and the secure, reliable features of the Amsterdam Hosting Centre.

Both solutions benefit from the expertise PSINet has gained by implementing and managing Internet solutions for more than 100,000 corporate accounts worldwide.

Like all of PSINet's hosting centers, the Amsterdam facility offers Web hosting, high-speed network connectivity and complete security. The facility, which can house
up to 3,500 racks, is connected to PSINet's fully owned and managed network, with bandwidth in excess of 80 Gbit/s.

``The Amsterdam hosting center is a key element of our strategy to continue to provide a comprehensive set of Internet business solutions to companies across Europe,''
said Harry G. Hobbs, President, PSINet Europe. ``Along with the near term opening of our new centers in Paris, Geneva and Berlin, the Amsterdam site will enable us
to provide organizations with a complete portfolio of services, ensuring they maximize their use of the Internet.''

``The Amsterdam Hosting Center's state-of-the art features and direct connections through PSINet's global fiber network to virtually all corners of the world will clearly
benefit our customers,'' said Harold S. (Pete) Wills, President and Chief Operating Officer of PSINet Inc. ``As one of the first of its kind in Europe, the center gives
PSINet excellent revenue potential and European businesses the technology they need to further develop as global leaders in the new economy.''

The Amsterdam center features cutting-edge ``System plus System'' redundant designs for the network, generators, cooling and security systems to ensure uninterrupted
operation of Web and business applications. The new Network Operations Center (NOC) provides 24x7 monitoring of mission-critical Internet applications and network
traffic.

The latest in electronic and physical security systems allows secure access 24 hours a day to authorized individuals, guarding against any unwanted intrusions.
