Rich I recieved an E-mail answer but I dont know how to get it over from there to
here so here goes
This is from Alexandre Beaulieu Information and Media relations Division WTO
"Dear Sir,
Well this is a bit tricky as both sides accuse the other,,The WTO members ( incl.
the US ) say that the Chinese are stalling on commitments they have already made;
the Chinese say that the others have signed the documents knowingly, and that any
confusion in the text should be interpreted as the Chinese want. Personnally , I
believe that the US and Europe were a bit too eager about scoring a political victory
by signing with China (especially as it was seen as Bill Clinton's last achievment in
office ), and they signed an incomplete text with lots of loopholes, not thinking the
Chinese would hold them up on that. And they did. So now the WTO members are
probably going to delay China's accession by asking for renegotiations...The
problem is that China is not particularly eager to join the WTO, whereas the US and
European business communities have been promised a hugh prize,,, We'll have to
wait and see.

Rich I was surprised that the Chinese were not eager to get into the WTO but if they
do this could cause them all kinds of internal problems , supplies , factories labor
training all if their market grew to fast

Well looks like Dr. J and Q will have to continue on their own without a WTO
document behind them
