There really is quite a bit of money which can be construed as "on the sidelines," although I think that expression really means money that people are waiting to invest in the stock market, and who knows? But the most recent ICI estimate is over $365.5 billion in money market, CDs, and savings account at the end of August, 2000. That doesn't include Treasuries or municipal bonds or any other kind of bond. I'll look for that and try to add on edit.
