Pretending difference don't exist and that these crimes are not different from others belies reality.

The best analogous example I can offer (though not perfect) of why I believe this deliniation is important is this:

We recognize that killing takes place during war. And while abhorrent, it is expected. (Just the way we realistically expect murders to take place in an imperfect society.)

We also recognize that certain motivations behind the act of killing and cetain methods of killing constitute WAR CRIMES and merit severe consequences.

Simple enough it seems to me.
