Define the issue better. War crimes are crimes, that is, actions that cannot be excused as part of the normal conduct of war, but constitute unnecessary evil perpetrated wantonly. A "hate crime" is something which is already illegal, like assault, murder, or vandalism, that happens to be motivated in a particular way. The analogy breaks down.......
