Nope... neither candidate is getting credit for the mkt. Gore wanted to take credit for it, but it never gelled. Otoh, foreign affairs really are a president's job. Do you actually think Bush can win? I don't. The coasts are going for Gore for sure though. Scary that florida can determine an election.
