When the sole motivation for murder is based on bigotry the act will become a violation of Civil Rights, a federal crime.

Go back and look at Neocon's very incorrect example of cross burning as a symbolic crime that he believes cannot be prosecuted separate from the elements of harassment or trespassing (I suppose.) It can.

Murder in this context may very well become a federal crime if it is necessary to secure the legislation. Certain murders are federal crimes and carry federal penalties.

Yes exactly. But why you believe he will not be punished for murder as well is beyong me. If a federal murder remedy is necessary there will be one.
