Do you deny the sailors & soldiers of this nation would not be better at their jobs were they not worried about feeding & schooling their families?

Are you suggesting that any soldiers or sailors of this nation are unable to feed and educate their families? I don't believe that this is the case.

How dare you deny these brave Americans the basic training needed to save their very lives!

Are we sending soldiers, sailors, and airmen out without basic training? I doubt it. Could that training be improved? Probably. Would more money necessarily improve it? I doubt it.

I don't doubt that there were any number of sailors on those ships with all the necessary training to stop approaching vessels and search them for explosives, if they had been ordered to do it. They weren't ordered to do it, and in a place like Yemen, that is a major mistake. It is not a justification for a higher military budget.
