If you're a wealthy parent and your kids are attending a good public or private school, targeted voucher wouldn't be available. It's only available to parents who's kids are forced to attend lousy schools. The idea is to help poor children who are currently attending failing public schools. Many of our inner city schools have high drop out rates, and poor levels of literacy. Your statement sounds cute in a silly cliche' sense. But is totally and completely illogical in regard to Bush's plan. "Reading is a civil right." Michael
