Not exactly; between Dewey's one-sided conquest of Manila Bay and the arrival of the first American land troops the Filipinos successfully drove the Spaniards from all but a few garrisons, declared independence, and established a functional government. At the time the Spanish sold the Philippines (and the Filipinos) to the US, the country was not under their control.

But it was a minor incident, and and I suppose there is no reason why it - or the war that followed it - should be included in our history.
