You are comparing an apple and an orange. One makes high end routers that cisco can't even come close to touching in terms of performance. The other F5 makes products where there are readily available substitutes and much more competition (alteon, arrowpoint/cisco,foundry,radware etc etc) Juniper gets their valuation because they have something unique and unmatched in the market today. F5 does not.
