They purposefully did that on their own, to embarrass President Carter, not to make Reagan look good. You also said Reagan took the glory for the work done by the former administration. What "work?" Carter holed himself up in the White House until the hostages were released, making himself a hostage as well. What statemanship! Nice guy, for sure, but not presidential material.
