If all conflicts could be analyzed so rationally, there would be little reason for them. It's fair enough to assume that on both (all?) sides, there will be some elements who do not wish to see peace break out.

Even if most of the palestinians and israelis want peace, all it takes is a few motivated people in the right place and the right time to make sure peace does not happen. Conspiracy Theory 101 : If I was a 3rd party who does not want to see peace, the following plans properly executed could certainly do the most damage :

1. Get one of my men to deliberately shoot innocent children and make sure that I get good footage, then send the footage to CNN. (This could be done by either side, it could even have been extremists in the israeli military). This would ensure that the palestinians will be in the right frame of mind for further carnage. These footage also tends to make UN members uncomfortable.

2. After 1. above, get my operators to incite hatred and let some easily influenced individuals storm a police station where some unfortunate israeli soldiers are. Perhaps ensure that one of the saboteurs is a member of the police. Make sure that the entire event is captured on film to ensure that the israelis will be in the right frame of mind for revenge.

3. After this, a few more well placed and planned events is all you need to ensure massive bloodshed. If the americans can somehow be made to feel rage towards palestinians for the bombing of one of their destroyers, then so much the better, this way, large portions of the palestinian people can be sacrificed to ensure that there is no peace in the region.

It takes brave people to try to stem the flow and to turn away from the brink of disaster. It is so much easier to destroy than to build.
