SBH, it is not that simple, that is why we have police forces to keep the peace. Germany is full of hot head neo nazi xenophobists, and a number of times they tried to inflame the situation there, the police reigned them in. Arafat was supplied with weapons for a police force and means of mass communication (by the Israeli), these same police used these weapons to incite riots rather than reign them in. The means of mass communications rather than promote peace promote hate. These are not few hot heads, this explosion was an engineered tactical move to obtain "in the battlefield" what could not be obtained at the bargaining table. This is the reason that Barak is forced to respond with measured force.
