It has nothing to do with the width of the pipe being used. If some (most) people are having no problems, and others are, it's often (always, in my experience) been a problem with one of the hops on the way here.

For example, I just did a tracert and it shows a total of 13 hops between my computer and 206.253.217.10 (SI's IP address). Any one of those hops can cause a problem, no matter how fast or slow my connection might be.

Anytime I have a problem connecting to the site, I first check to see if I'm reaching other sites alright. If I am, then I do a
tracert www.siliconinvestor.com
from a DOS prompt to see if the delay is at the destination or one of the hops between.

If it's one of the hops, I give it a while, then notify my ISP if it continues so they can do the same check and notify the appropriate folks upstream.

I also have another ISP I switch to if I determine the outage is due to a hop and not SI itself.
