And whose fault is that, locally elected school boards perhaps? I'm skeptical that the Bush plan does nothing to attack the systemic problem of poor public schools, other than to make the poor ones poorer without guaranteeing to ALL students a decent education. Simply another example of favors for the favored few--the top priority of a party committed to saving the elite and providing welfare for corporations.
