The job of the BLEC in the future could conceivably be simpler than that of the ILEC in its traditional roles. As such, their demands on space could be reduced, considerably. Explain:

As voice migrates to IP, as Ethernet replaces SONET devices, and as half inch fiber riser cables continue to replace those four inch diameter twisted pair cables, the need for space decreases and administration is simplified for the service provider. Simplified for the end user as well? ... it could vary, but I suspect on average it will be simpler for users, too.

The ILECs and CLECs need to have a plan to migrate to these changing modalities, lest they be left behind. In so doing, their need for easement and riser space might decline, as well.
