Agree. Russia went out of business. Now it is giving rise to China and India, besides many countries in Middle East. They will feel as to why they should be left at the mercy of super power intent in building military might. Building intelligence prevents military build up in other countries. A policy of progressive engagement backed by strong intelligence and strong technologically backed miliatary will go a long way in easing global tensions. Hawkishness has always bred hawkishness. One reason why Russia and US built up their miliatary.
