It has been benign neglect on military build up in sub continent and absolutely no policy of engagement. It took 25 years for a US president to go to India, for many years there was no counsel general appointed by Republicans. How can you have enough persuasive power if there is so much disengagement?
Ronald Reagen and George Bush (Sr.) refused to certify that Pakistan was illegally procuring nuclear components in face of evidence as that would kick in the provisions under Pressler amendment.
After all they are just third world countries so why bother was the attitude.....
