Your registry answer was interesting. I looked in there, and rejiggered the checked, default, and unchecked values. The problem is that when the machine boots up, the registry shows default=1, but the browser acts as if it's set at 0, the checkbox in the browser is empty. When I re-activate smooth scrolling from the browser, the registry still shows default=1, but now the browser acts ok.
Meanwhile, the scrolling behavior from the touchpad has been fine the whole time. I thought there might be some interference, so I downloaded a driver update from Synaptic. This didn't help. I did a thorough disk scan, but I found no problems.
I wonder if there's a way to put a little batch file in the startup folder that one could write; that is, do the same thing as going from Browser Tools/Internet Options/Advanced/SmoothScrolling? It would re-inject a "1" value into the default line of that key, which is apparently necessary even though the registry carries the 1 on bootup.
Anyhow, this is all just a trivial problem. but thanks for the replies. It helps me get experience no doubt I'll need down the road.
