Well, here's a chronology of the S&L crisis... As anyone can see (except yourself), these changes were occurring for quite some time, and most especially with the DIDMCA iniated by the Carter Administration in March, 1980.

And if you would like to cast blame for the Texas S&Ls, why not go back to 1967 when the democratic administration there seriously lowered the net worth required for property development loans.

In sum, there is more than enough blame to go around on both sides. And the S&L debacle was not created in 5 short years, but over decades.

Btw, if you haven't forgotten, the Clinton and McDougals were doing a bit of "quick buck" artistry themselves, which eventually led to the Federal govt taxpayer having to bail out Madison Guarantee...
