Have you ever taught in the inner city ghetto.....well I have,and throwing money at this part of the city won't work.The problem relates to lack of emphasis on education by the parents or parent.You need to reenforce the education process at home.Also it's difficult to recruit good dedicated teachers to the inner city for many reasons including safety.There's a huge absentee teacher rate with substitute teachers palying the role of disciplinarian rather than educator.Also,the Iowa standard tests or whatever they use today are not a good barometer cause teachers have the propensity to doctor some of the answers.....at least that was my experience many years ago.Even in the suburbs,now,the quality of teachers is not up to par with the teachers I had at an academic high school in the city.There's no easy solution to improving education for everyone in the system.In 8 years of being governor of Texas,where does Bush's schoolkids rate in comparison with the rest of USA?
