They just want rice to eat Yeah... that what folks are saying about Saddam Hussein.. Lift the embargo so the people don't suffer. The major problem with this hypothesis is that your assuming the the political leadership and the military in both of these nations really care that the average civilian is suffering. Everyone knows that they have first pick on any food in the nation. There is plenty of "rice" to be eaten should the politiicians and general opt to permit it.
